How to issue a recalculation

Reducing the payment for departed tenants is called recalculation due to temporary absence. It is considered to be an absence of more than five days, that is, one cannot demand to recalculate the payment for housing and communal services due to a two-day business trip to a neighboring city. Repeat: Recalculation can be requested only for those services for which there is no counter.

The recalculation procedure looks like this:

  1. You need to submit an application to the supplier of the resource or service: to the management company, water utility, power supply. This can be done in advance, before departure, at the time of departure, or within 30 days of returning. Attached to the application are documents that confirm the fact of absence.
  2. Within five days after receiving the application, the housing and communal services organization that accepted it is obliged to recalculate or refuse it if there are no grounds for it.

Recalculation is done a maximum of six months ago. If you are leaving for a long time, you need to keep track of these deadlines and apply for recalculation every six months – you do it.

If the tenant submits an application for recalculation in advance, even before departure, it must be indicated that he undertakes to submit supporting documents within 30 days after returning. Most likely, utilities will still make a recalculation only after receiving such documents, so it’s easier to apply once after returning.

How to save on utility bills when leaving

Documents that confirm temporary absence are suitable:

  • a copy of a travel certificate or an order to send on a business trip. You must also attach copies of tickets;
  • certificate of treatment in a hospital or sanatorium;
  • train or plane tickets. If tickets are issued in electronic form, then they must be printed. You need a boarding pass for the plane;
  • bills for accommodation in a hotel, hostel or other place. Certified copies will also work;
  • temporary registration or its certified copy;
  • certificate from private security that the apartment was under continuous guard and no one used it. The period of protection must be indicated;
  • certificate from an educational institution, orphanage, boarding school, nursing home, that is, from any special institution with round-the-clock stay;
  • certificate from the diplomatic mission of the Russian Federation in another country, which confirms the temporary stay abroad;
  • certificate from the chairman of the SNT indicating the dates of residence in the gardening cooperative;
  • any other documents that confirm the temporary absence.

All documents must be signed and stamped, except for tickets. Other documents must be in Russian.

The application is submitted to your management company or HOA, but if you have so-called direct contracts with suppliers of utility resources, then you need to apply for recalculation directly to the water utility, power supply, garbage disposal operator or another organization.

An application for recalculation is written in any form, it must be sent by registered mail with notification or delivered personally. In Moscow, an application for recalculation can also be submitted at the My Documents public services center, but only if you receive a UPD for paying utility bills. If you take the application in person, make a copy, ask to put on it the registration number, date and signature of the accepting employee.

When they can refuse to recalculate

There are not so many reasons why utilities can refuse to recalculate. Here they are:

  1. Formal reasons. For example, you did not meet the deadline for submitting an application or you are applying for a recalculation for the service for which the meter costs.
  2. Problems with supporting documents. For example, there are many cases when public utilities refuse to accept certificates from the chairmen of the SNT and demand to confirm the fact of absence with additional documents.
  3. You are asking for a recalculation for a service for which there is no counter, but one can be set. By law, if it is technically possible to install a meter, but you do not install it yourself, you cannot demand a recalculation. If there is no technical possibility, there should be an act about this, which must be attached to the application for recalculation.
